对公共安全体系从系统可靠性的视角,综合运用可靠性方面的知识,构建公共安全系统混联模型;进而将可靠性分配理论与故障树分析方法相结合,根据系统安全目标的要求,确定混联系统的第一层次各单元事件的可靠性目标值,对构成各单元的各个下属单元采取最小工作量可靠度分配方法,从而建立系统中各单元可靠度再分配量化模型。通过建筑物火灾引起人员伤亡事故实例,详述系统各单元可靠性分配的计算过程。研究表明,可靠性理论可以成功地应用到公共安全领域;使系统在给定的目标值条件下达到系统的安全性优化,实现了公共安全保障效能,减小灾害损失。 相似文献

This paper explores the attitudes of landowners across Ireland to the wider provision of public access for recreational walking using a multinomial logit model. The study also investigates the level of compensation required to improve the supply of this public good. Results indicate that 51% of landowners are not willing to provide access (non-providers), 21% are willing to provide access free of charge (free providers) and 28% seek compensation (willing providers). The findings indicate that participation by landowners in a proposed public access scheme is influenced by landowners' experience with walkers, farm type, farm insurance costs, household demographics, regional variations, opportunity cost of land and participation in other agri-environment schemes. Mean willingness-to-accept for landowners willing to facilitate improved public access for walking was found to be €0.27 per metre of walkway. 相似文献

Abstract: The roles that agencies and other partners play in collaborative watershed management are not always clearly identified. Key factors contributing to group‐level outcomes in watershed groups include both structural and procedural elements. Structural elements include membership systems, project partners, and funding, while procedural elements include leadership, shared vision, and mission development. The current research reports on a case study conducted with a Midwestern watershed group that received Clean Water Act Section 319 funds to undertake a watershed planning process. Data come from focus groups, interviews, public comments, and meeting observation, and were analyzed using grounded theory. Findings of this study indicate that homogenous skill set, discord over group and partner roles, and failed problem identification contributed to the organizational inertia experienced by the watershed group. The Toxics Release Inventory (TRI) created by the 1986 Emergency Planning and Community Right-to-Know Act initially received
limited attention. During the early years of its implementation, the TRI has become the basis for a national experiment in
voluntaristic problem solving among citizens and industry, but that process of environmental democracy hinges on citizens'
ability to actually acquire, understand, and apply the new data on industrial toxic emissions. A national study of TRI-using
organizations in the public and private sectors reveals that effective citizen access depends in part on the efforts of intermediary
public interest groups to bridge individual needs and right-to-know data. Although the TRI has had early success as a supplement
to conventional command and control regulation, questions exist about the extent to which state and federal government should

Initial decision analysis (IDA) is a microcomputer based decision-making technique that is organized so that a rational, step-by-step, procedure can be followed to use existing knowledge to develop resource policies. The IDA process provides a systematic way for participants to define their own problem and to explore jointly alternative solutions. IDA is particularly suited to resolving complex problems involving many groups with conflicting interests. IDA is illustrated with data from the US Forest Service's Draft Environmental Impact Statement for the 1985 to 2030 Resource Planning Act Program for the United States. Four policy options are evaluated: maximization of timber production, of grazing, and of wilderness, and a dominant use policy that concentrates timber management on productive sites. Policies were evaluated using a new mathematical satisficing procedure. Mathematical satisficing of simulated policy consequences showed that, for selected performance standards, current RPA policies are superior to the four alternative policies examined. 相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP. 相似文献

ABSTRACT: The growing concern for public participation in water resource decision-making has invited researchers to improve and develop reliable, quick, and inexpensive techniques for measuring public preferences. It is increasingly clear that traditional participation mechanisms, though useful, are no longer sufficient in providing the level of participation desired by many. A combination of microcomputer technology with Nominal Group Process (a step-by-step process ending in ranked recommendations) offers numerous possibilities for active participatory planning. Efforts at participation occurring through a well developed and defined process cannot be successful without a sensitivity to the conceptual, methodological, and pragmatic problems involved. This article considers the dispute between moral economy and rational peasant theories of agrarian societies in application to problems of collective action. The moral-economy theory holds that traditional peasant society is organized cooperatively through shared moral values and communal institutions; while the rational-peasant theory maintains that peasant society shows the mark of rational individual calculation, leading to free-rider problems that undermine successful collective action. This article offers an abstract model of a traditional village and assesses the applicability of recent qualifications of the collective action argument to this model. It will emerge that the social characteristics of the traditional village embody features that facilitate collective action by rational peasants. 相似文献

ABSTRACT: Public information, an important contributer to citizen involvement in the governmental decision making process, has traditionally been given a low priority by government agencies. However, citizens are becoming increasingly concerned about governmental decisions that affect their lives and are demanding more information about governmental activities, including information about water resource issues, Because of this active citizen interest and involvement, the role of public information in increasing citizen awareness is becoming more important. Government officials and professionals should recognize that public information efforts also play an important role in achieving increased credibility and respect for their agencies. Once an agency recognizes the importance of public information and decides to initiate a public information program, careful planning is required to develop a program that addresses the needs of both the citizens and the agency. Two of the most flexible and cost effective ways to get information to the publié are through publications and public meetings. Both can be easily adapted to suit the needs of specific audiences and projects. A successful public information program can be carried out at a relatively low cost, but it requires a substantial amount of time and energy. The commitment of time and energy for this purpose is a good investment, however, because an effective public information program can play a significant role in improving the quality of governmental decisions through the increased involvement of the citizenry. 相似文献

The UK reviewed its National Sustainable Development Strategy during 2003 and 2004, and produced a new strategy — the third for the UK — in March 2005. Having established that the main weakness of the previous strategy was in its delivery, the review and the resulting new strategy set out to put a much stronger emphasis on delivery mechanisms. In support of this, the process included more participative ways for those involved in delivering to contribute their views and ideas, including web‐based dialogue, participative events and seminars, and community level discussions. The key points for the success of the project were the involvement of stakeholders; project management of the process; a marketing and communications strategy; cross‐departmental governance; and involvement of an external challenge function (fulfilled in the UK by the Sustainable Development Commission). 相似文献
